Generating, Provoking, Allowing and making it happen.
Generating the Violence, provoking (inciting) the violence, by generating it. Making the violence happen, allowing the violence to happen. In order to create all the violence, you scare the people.
Creating a Problem, a reaction, from that problem, then looking for the Solution to that problem they created in the first place.
1/ Generating Violence, by provoking it, inciting violence.
2/ Generating Fear.
3/ Then security is formed, out of what they created.
Taking away from the people, by enticing the people into violence, is wrong, and the people are wrong by supporting it.
